1-Introduction: JaFaJ intelligence sources in a major Western capital have confirmed that the Gulf state of Qatar is negotiating a peace agreement with Israel behind closed doors. The sources reported the secret negotiations are taking place in several Western capitals.
2-A Qatari intelligence operative, who is a Palestinian national, reported Qatar’s government is seeking a full peace agreement with Israel that is equivalent to the peace agreement between Israel and the United Arab Emirates (UAE). The source confirmed: “Qatar knows the situation has changed, America is pulling out from the Arab Gulf and Qatar wants a new form of guarantee and cannot keep the UAE as the sole peace broker in the Gulf”.
3-A Western intelligence source confirmed to JaFaJ Qatar’s communications with Israel started over a year ago. He stated that “The Qataris never really severed their ties to Israel, they have always maintained communication(s), but this is different. The Emir’s father, [Sheikh Hamad Bin Khalifa] wants to establish political, military and security ties with Israel” [COMMENT: The current Emir’s father is known to be Qatar’s de facto ruler with huge influence over his son, the Emir. The father’s policies are the ones applied and the Emir, Tameem, is considered a figurehead under his father’s wing. END COMMENT].
4-The source who has served as a diplomat in Doha until recently, continued by saying that “Qatar’s leading motivation is the vacuum the US is leaving behind in the Persian Gulf. American troops are withdrawing from the Gulf and shutting down their mega base in Qatar, which leaves Qatar naked in the wind”. He went on to say that “They [the Qataris] are seeking new allies to secure themselves against its rivals, particularly the UAE and Saudi Arabia and Israel could just be that ally”.

5-The intelligence community in general knows that the meetings between the Qataris and the Israelis began last year, starting in February 2020, when the Saudi-backed media reported the then Israeli Mossad Chief Yossi Cohen had met with his Qatari counterpart, Mohammad Bin Ahmad Al-Misnid.
6-Even so, a mid-ranking intelligence officer from an Arab Gulf state neighbouring Qatar has confirmed to JaFaJ that “The meetings between Israeli and Qatari spooks began much earlier than that. To be fair, they had to deal with Israel and coordinate with it like the rest of us, (and) we see no problem with that, it’s only that Qatar’s media plays saint while demonizing us for doing exactly what they are doing.” [COMMENT: Qatar-owned and controlled Aljazeera TV has been demonizing and attacking Arab countries who have recently signed peace agreements with Israel, particularly UAE and Bahrain, and accusing Saudi Arabia of being a puppet state for Israel, even though the Saudis have not signed a peace agreement with Israel yet. 7-The Arab Gulf intelligence source explained “What Qatar wants now is backup from Israel. Qatar has always bragged that they have America’s largest airbase there, and that nobody could attack it because of the American presence. Now that the Americans are leaving and are being laughed at thanks to their actions in Afghanistan, the Qataris have to choose between peace with us [Arab Gulf states] or a de facto Turkish occupation of the country” [COMMENT: An estimated 3000 Turkish soldiers have been stationed in Qatar since 2017. They were invited into the country at the request of Qatar’s Emir who was engaged in a very heated showdown with his Arab Gulf neighbours that include mutual threats of military actions including invasion. 8-JaFaJ sources within the Qatari Royal Court, Dewan Amiri, have confirmed the ongoing communications between the Israelis and the Qataris has been “very warm and friendly. The Israelis are very down to earth and have not been making any outlandish demands, they would not mind peace with Qatar yet they have already exhibited their understanding that this may take time”. The source confirmed that the negotiations are being led by the Qatari Intelligence Agency rather than the Qatari Ministry of Foreign Affairs. “The talks have engaged several meetings between the [Qatari] Intelligence Chief Mohammad Al-Misnid and senior Israeli intelligence officers. Additionally, he has not met with the newly appointed Mossad Chief, David Barnea. Barnea has spoken to Al-Misnid over the phone and they are due to meet in Europe in the foreseen future, most likely end of September or early October but this is not certain yet”.

9-A Qatari source with a close working relationship with the office of Emir, Tameem, reported that “His Royal Highness wants a peace agreement that is honourable and fair for Qatar. We are not against peace, but we want a fair one. What we want now is better coordination with the Israelis on regional issues, our past corporation has been very fruitful, and we were able to bring clam to Gaza and facilitate the Egyptian’s involvement in Gaza despite our disagreements with them. We need the Israelis on certain things and they need us too”.
10-He added that Qatar might be seeking a full peace agreement. “We are willing to sign a peace agreement and we welcome the Americans if they want to facilitate this, so far, they [the Americans] have just settled with blessing the talks but never did anything to encourage them”.
11-A Western diplomat who resides in Doha, Qatar, reported to JaFaJ, “The Qataris want to compete with UAE on leading a new peaceful Middle East. They thought the Abrahamic Peace Accords signed between Israel and four Arab countries under the Trump Administration were a joke that would die as soon as Trump leaves office. But this is not the case and therefore they would like to lead this or at least be at the table, they have the media empire and proper intelligence connections, in fact they are experts at public outreach, and they have the ability to make this happen”.
What Do The Israelis Want?

12-[COMMENT]: The Israelis are aware the Qataris are afraid of being eaten up by their neighbours after the Americans have left and want to beat UAE in its own game: regional peace. Nonetheless, the Israelis have very specific targets to seek from Qatar. Hence, while the Israelis may seem historically desperate for peace, they are also very keen to win big by signing it. They won’t sign a peace agreement with the very historically hostile Qatar for free. Qatar controls Aljazeera, which has been championing the Palestinian cause and demonizing Israel for over two decades. Also, Qatar is the haven for the regional Muslim Brotherhood, an entity that controls Hamas and is recognized as a terror group by several countries in the region [END COMMENT].
13-An Israeli intelligence source who is close to the Arab Gulf has reported to JaFaJ that, “Israel has a clear wish list to ask from the Qataris. First we want Qatar to tune down its media’s anti-Semitic line and stop inciting Arabs and Muslims against Israel”. The source added that, “While we understand Qatar cannot do a 180 on this, Qatar must begin by stopping using Aljazeera to incite young Palestinians to engage in terrorism in Israel.”
14-According to the source, “Many Palestinians have been influenced by Aljazeera and terrorists are always idolized by Aljazeera as heroes, small issues are being turned into sacred Jihad by Qatar’s media apparatus”.
15-The source continued by saying that “we have done a good job bringing some calm to Gaza with help from the Qataris, but we have always been alarmed by Qatar’s proximity to our most hostile enemies”. He added that “there is a regional alliance that includes Qatar, Jordan’s kingdom, Turkey, Iran, the Palestinian Authority and Hamas, and can be considered a regional Axis of Evil, on different level”.
16- The source then asked this question: “will Qatar quit that evil dream team? We don’t know, but let’s see”. He then warned that “Both Jordan’s King and Turkey’s Erdogan will go mad and attack the Qataris if they sign a peace agreement with us. But, Qatar must realize that if she wants to keep its sovereignty and if the Emir wants to enlist our help to save his throne, they must accept that terrorists, Iran and Muslim Brotherhood are our mutual enemy, and we must cooperate in combating that threat”.

17-A retired American intelligence source who has worked with both, the Israelis and the Qataris casts doubt over the entire endeavour “The Qataris use big words always but could just act to the opposite to those. Let’s be honest, they are flaky, how can they sign a peace deal with Israel after their media has been calling out UAE and Bahrain as traitor for making peace with Israel?. He added that “Qatar’s foundational stones are its ties to Jordan. Jordan controls Qatar’s Aljazeera and half of the senior Qatari intelligence officers are either Jordanians naturalized as Qataris or have been trained directly by Jordanians. Jordan will not allow such a peace deal to take place. He added that “It’s not only Jordan. Qatar is close friends with Iran, why would they antagonize them especially when both the Qataris and Iranians have Saudi Arabia and UAE as mutual enemies?” The source then stated that “this entire thing is a bluff, the Qataris are doing what they do best, playing on words while they keep doing business as usual, mark my words, there can never be peace between Israel and Qatar”.
18-A Western military intelligence officer reported to JaFaJ: “The Israelis do not believe they can achieve peace with Qatar, they are playing Qatar’s game of keeping the doors open, the Israelis cannot trust the Qataris, let’s not forget Qatar opened up a commercial office in Tel Aviv in the mid-1990s. What did that accomplish? Nothing.”
19-The source opined: “The Qataris are just aware of the changes sweeping through the Middle East and they sense something is afoot with their two main allies, Jordan’s king and Iran’s regime. If one or both are compromised, Qatar will lose its backbone, and therefore, Qatar is now toying with the peace concept. As long as the status quo remains, Qatar is very unlikely to ever make peace with Israel”.
