ISLAMABAD: Chief Justice of Pakistan (CJP) Umar Ata Bandial Friday said most of the amendments made to the National Accountability Ordinance, 1999 apparently gave concessions and relief to the accused.
The top judge gave these remarks while heading a three-member bench of the apex court that heard PTI Chairman Imran Khan’s petition challenging the amendments made by the coalition government to the NAB law.
Justice Ijazul Ahsan and Justice Syed Mansoor Ali Shah were the other members of the bench.
The chief justice said the apex court will ensure full cooperation with the institutions complying with the Constitution and rule of law. He said there was an impression that the political parties sitting in the Parliament were making legislation for personal benefits.

“Be sure that the apex court has no intention to make legislation, as parliament is the supreme institution and it is the job of parliamentarians to make laws; we are just the protectors of the Constitution”, the CJP said.
He said the court will not interfere in the country’s political affairs but will examine the legislation made against the fundamental rights of the people.
“But if the amendments made to the NAB law prove to be a joke with the accountability process, it will be a violation of fundamental rights,” the CJP said.
Justice Bandial said most of the amendments apparently gave concessions and relief to the accused, as he had observed that the evidence provided by the plea bargainers had been made inadmissible in the amendments made to the NAB law.
In criminal nature cases, the CJP said, there was no bar on the arrest of the accused, adding that the arrest was made in view of the nature of the crime.
Makhdoom Ali Khan, counsel for the federation, said after completing the conviction, the accused though gets released, the blot doesn’t go and the family suffers for a long time.
The counsel said the apex court had not upheld the punishments awarded by the NAB courts.
The chief justice recalled that the apex court had taken suo motu notices on the intervention of the government in the prosecution and investigation process of criminal cases, adding that they had summoned the record of high-profile cases and were just examining how these cases had been adjudicated.
“We have passed observations in the NAB cases and over the loopholes in the NAB laws,” the CJP said, adding that the remand of 90 days in the NAB law could not be declared valid.
The CJP said in the criminal justice system, only 14 days of remand was permissible. Justice Bandial said the apex court, in its decisions, had criticised the NAB laws, adding that the court will proceed with the matter in hand with caution.
“We have to maintain the supremacy of the Constitution and rule of law,” the CJP said, adding that the country was passing through an extraordinary situation.
He said at present some 150 members of the petitioner’s party were out of the parliament
“We have asked the petitioner’s party to play its constructive role in the parliament but still half of its legislators are boycotting the National Assembly,” the CJP said, adding they were staunch supporters of the supremacy of the parliament.
“Hence there should not be an impression that the court is going to intervene in the affairs of the parliament,” the chief justice added.
Meanwhile, the court adjourned the hearing until September 1.

T he RA NA Staff implements accreditation of journalists covering the activities of the fourth session of the eighth convocation of the RA National Assembly on August 1 5- 3 1, 2022 .
According to Clause 5 of the order of journalists’ accreditation in the National Assembly, t o accredit a journalist, the legal entity engaged in journalistic activities, writes an application to the Chief of the RA NA Staff (City of Yerevan, 0095 Marshal Baghramyan 19), submittin g:
1) the full name, organizational-legal form, location of the legal entity carrying out journalistic activity, the last, first and paternal name /if the paternal name is mentioned in the passport/ names, the number of the public service and place of residence of the physical entity,
2) the last, first and paternal name /if the paternal name is mentioned in the passport/ names, the number of the public service and place of residence of the journalist to be accredited
3) the name of the mass media, which is going to represent the accredited journalist,
4) the copy of the identification document of the journalist to be accredited /passport, ID card/ and two photos (3×4),
5) e-mail addresses, telephone and fax numbers of the media outlet and the journalist
6) accreditation validity term, if it is shorter than one session .
T he representative of the one who implements media activity operating on the basis of the legislation of a foreign state should also submit a copy of the certificate of the accreditation of a journalist in the Republic of Armenia issued by the Ministry of Foreign Affairs of the Republic of Armenia for the accreditation, attached to the application provided for in Clause 5 of this order.
For the representative-journalist implementing the media activity functioning on the basis of the legislation of a foreign state, accreditation of the Republic of Armenia is not required (from the RA Ministry of Foreign Affairs ), if a separate branch of the certain media outlet functions in the territory of the Republic of Armenia defined by law, on behalf of which the application has been submitted.
Journalists, photographers and video recording cameramen of newspapers with 1000 and more publications, dailies, magazines and weeklies with 1000 and over publications, internet media with 2000 and more visitors per day /average index of visits of the month preceding the date of accreditation/ and updated at least once a week, news agencies, Radio and TV broadcasting companies, foreign TV and Radio broadcasting companies with correspondent items in the city of Yerevan, registered in the RA Ministry of Justice can be accredited in the National Assembly.
No more than four representatives can be accredited from each mass media meeting the requirements of Clause 8 of this order .
The representatives of the non-media-analytical programme series of the TV and Radio Companies, the TV and Radio companies not having corresponding points in Yerevan, NGOs, press services of the parties, press clubs, analytical centres, children’s and entertainment, sports periodicals and accounted, but representatives of the periodicals not issued in the last two months cannot be accredited in the RA National Assembly.
The accreditation is implemented for the term of the convocation of the regular sessions, in case of mentioning shorter term in the application implementing journalistic activity, for the mentioned term.
Deadline for applications is 31 August 2022 .

The official website of the Estonian School of Diplomacy has published an article headlined “Estonia and Azerbaijan mark 30 years of the establishment of diplomatic relations.”
The article reads: “This year, the Republic of Azerbaijan and the Republic of Estonia celebrate the 30th anniversary of the establishment of diplomatic relations.
Over these years the relationships between Azerbaijan and Estonia were established on a firm foundation of traditional friendship and mutual understanding.
The Republic of Azerbaijan recognized the independence of the Republic of Estonia on the 6th of December 1991. The Republic of Estonia recognized the independence of the Republic of Azerbaijan on the 20th of February 1992. Diplomatic relations between the two countries were established on the 20th of April 1992.
The Embassy of Azerbaijan in the Republic of Estonia was opened on the 30th of September 2009. On the 26th of August 2014 the diplomatic office of the Republic of Estonia in Azerbaijan (Baku) was opened.
The visits of President of Azerbaijan Ilham Aliyev (2010) to Estonia, President of Estonia Toomas Hendrik Ilves (2009), Prime Minister A. Ansip (2008) to Azerbaijan contributed to the development of bilateral relations.
Active inter-parliamentary cooperation between the two countries also contributes to further strengthening of bilateral relations.
On February 6-8, 2022 a parliamentary delegation led by Speaker of Milli Majlis Sahiba Gafarova paid an official visit to Estonia, on May 22-26, 2022 a parliamentary delegation led by the President of Estonian Parliament (Riigikogu) Jüri Ratas paidan official visit to Azerbaijan.
The significant contribution to the development of inter-parliamentary relations makes friendship group that exist in legislative bodies of both countries: the Milli Majlis and the Riigikogu.
Economic relations between two countries have shown positive growth dynamics over the past years. In 2021 the trade turnover between the countries amounted to 6.2 million US dollars (20 % higher than in 2020).
The Intergovernmental Commission on Trade and Economic Cooperation between the Government of the Republic of Azerbaijan and the Government of the Republic of Estonia which was established in 2011 plays significant role in the expanding of economic ties between the countries.
Business communities of both countries play a crucial role in developing and exploring new areas of bilateral economic relations. Over the recent years business forums were held both in Baku and Tallinn. The last one was held in October 2018 in Baku.
The countries enjoy successful cooperation in the field of information and communication technologies and e-government. Representatives of the Ministry of Digital Development and Transport of Azerbaijan participated in an online format at the 8th e-Governance Conference “Resilient and Seamless Governance” held on 10–12 May 2022.
The two countries enjoy growing bilateral humanitarian relations. Various cultural events to promote Azerbaijani culture in Estonia and vice versa are being held regularly in both countries. The most recent example of such events is an exhibition held on July 19, 2022 in Tallinn entitled “Azerbaijani patterns” which featured various paintings and carpets depicting Shusha and other beautiful corners of Azerbaijan.
The countries enjoy active cooperation in educational sphere as well. Currently, more than 200 Azerbaijani students study in Estonian educational centers.
Azerbaijan and Estonia successfully cooperate not only bilaterally, but also within various international organizations such as the United Nations, OSCE and others.
The existence of a broad legal framework between the two countries also plays an important role in strengthening relations between Azerbaijan and Estonia in all areas. So far more than 20 documents have been signed between Azerbaijan and Estonia.
In the 30 years of diplomatic relations the two countries laid a foundation for the continued growth of the interstate relations in the years to come. Azerbaijan and Estonia not only share achievements in the past, but also views aimed for the fruitful cooperation in the future.”

OTTAWA –The federal government needs to do more to help thousands of Afghans who assisted Canadian Forces but remain trapped in Afghanistan a year after the Taliban seized Kabul, aid groups and opposition parties say. 
As the grim anniversary passed Monday, NDP immigration critic Jenny Kwan warned at a news conference that Canada will have blood on its hands if it does not take immediate action to help Afghans whose lives are in danger because they helped Canadians.
She called on Prime Minister Justin Trudeau to intervene to sort out “chaos” at the Immigration Department, which she said has still not processed many applications to come to Canada.

“No more excuses,” Kwan said. “We do not want to lose lives because if we do the blood is on the Canadian government’s hands.”
Aman Lara, a Canadian non-profit working on the ground in Afghanistan to help people leave the country, said 8,000 Afghans approved to come to Canada have not yet been able to escape. Many do not have a passport or visa and applying to the Taliban for documents could put them in danger.
Another 3,000 Afghans who helped the Canadian Armed Forces and government have not been approved to come to Canada, according to Aman Lara executive director Brian Macdonald.
Kwan said 100 security guards at Canada’s Afghan Embassy, and a senior Afghan interpreter who received a certificate of appreciation for his service to Canada, are among those stranded.
An interpreter, identified only as “Mr. X” to avoid retaliation from the Taliban, told reporters at the news conference that he escaped to Pakistan but had to leave his family behind. He begged for help, saying the Taliban had issued a warrant for his arrest.
“This is a matter of life and death,” he said, speaking virtually from Pakistan.
Kwan said one Afghan she has been in touch with about his application to come to Canada is now missing.
Wadood Dilsoz, founder of a group called Afghan Community Vancouver, said former embassy security guards have told him the Canadians promised them help but left them behind.
He said “their families and children are suffering every single moment” and are in fear of being killed or tortured.”

“I believe that it is our moral obligation to help those who helped us,” he added.
The NDP, Tories and Aman Lara urged Canada to extend the special immigration program for Afghans. It was set up to settle 18,000 former local employees of the Canadian Armed Forces or government, but is being wound down after reaching capacity.
“We are asking the government of Canada to keep the special immigration program open and unlimited in numbers until everybody who helped Canada gets out,” Macdonald said.
Canada reached an agreement with Pakistan in June to allow Afghans without full identity documents to fly to Canada from Pakistan for 60 days. Macdonald wants Canada to negotiate to keep that window open until all Afghans approved to come to Canada are able to get here.
Official figures show Canada’s resettlement efforts have lagged behind federal targets and efforts to help those fleeing the war in Ukraine.
Canada promised to resettle 40,000 Afghans, and in the last year 17,300 arrived. Since January, some 71,800 Ukrainians fleeing the Russian invasion in their country landed in Canada.
Fraser predicted in December that it could take two years to fulfil the government’s promise to bring 40,000 Afghans to Canada.
Kwan said there is a “stark difference” between the government’s treatment of those fleeing the Taliban and those escaping the Russian invasion.
Vincent Hughes, a spokesman for Fraser, said the Afghan and Ukrainian immigration programs are very different but that Canada’s commitment to bringing at least 40,000 vulnerable Afghans to Canada “has not wavered.”
He said Afghan refugees who arrive through programs set up to bring them to Canada have a right to stay permanently, whereas it’s believed many Ukrainians intend eventually to return to Ukraine.
Helping get people out of Afghanistan and to Canada was very challenging, he added, as Canada has no diplomatic presence there and does not recognize the Taliban government.
In a joint statement on Sunday, Canada’s ministers of foreign affairs, immigration, international development and national defence said “we have witnessed the hardships endured by the Afghan people, with some having undergone harrowing journeys to flee the country and countless others living in fear of persecution and retribution.”
“Faced with a heart-wrenching situation in Afghanistan, Canadians opened their hearts to help people rebuild their lives and more than 17,300 Afghans have arrived in Canada over the past year,” they said.
Conservative critics Jasraj Singh Hallan and Pierre Paul-Hus echoed calls to extend the special immigration program.
In a statement, they said Afghans’ applications to immigration programs have been lost among “endless backlogs”.
“Many applicants have only ever received auto-replies, while countless others have never even received a response,” they said. “It is shameful the Canadian government would treat Afghans who stood by our country like this while the Taliban hunts them for their service.”
Macdonald said the exodus to Canada is taking so long Aman Lara could no longer afford to keep open the safe houses it set up for Afghan interpreters, their families and others who helped Canada.
Meanwhile, aid agencies working in Afghanistan are raising alarms that the country is in a dire humanitarian crisis, with 18.9 million people facing acute hunger.
Asuntha Charles, national director of World Vision Afghanistan, said aid workers have encountered acute poverty and malnutrition, including among children.
Reyhana Patel of Islamic Relief Canada said some families were facing a choice between marrying off their young daughters or seeing them starve to death.
Afghanistan’s ambassador to Canada, who has no contact with the Taliban regime, said “the experience of the past year in Afghanistan has been very painful and disturbing.”
Hassan Soroosh said the Taliban had swiftly reintroduced “repressive policies” including restrictions “on almost every aspect of girls’ and women’s lives and rights.”
“The Taliban’s forced takeover has caused a huge disruption to constitutional order, socio-economic development, public services and civil society activities,” he said.
The ambassador called for the international community to take a unified approach toward the Taliban and put greater pressure on them “as they continue to insist on their uncompromising approach and repressive rule.”

Chairman of the Presidential Leadership Council Dr. Rashad al-Alimi stressed the importance of the Consultations and Reconciliation Commission in supporting the council.
Official sources said al-Alimi and PLC member Aidarous al-Zubaidi met with head of the commission, Mohammed al-Ghaithi and his deputies Abdul Malik al-Mikhlafi, Sakhr al-Wajeeh, Jameela Ali Raja and Akram al-Aamiri in Aden on Sunday.
Talks focused on activating the role of the commission in supporting the PLC and efforts to consolidate the current national consensus, unity of ranks and desired partnership on all levels, reported the state news agency Saba.
They covered the developments in Yemen and the needed efforts to garner all forces and national components to achieve the goal of restoring the state, peace and stability.
The sources said the head of the commission stressed his support for the decisions taken by the council, the reforms tied to the transitional process and commitment to national, regional and international agreements.
The 50-member commission was formed as part of the PLC and it represents all segments of Yemeni society.
Prior to meeting with the commission, al-Alimi had met with the parliament speaker, lawmakers and the heads of various parliamentary committees to brief them on the PLC’s work since its formation in April.
Al-Alimi stressed the council’s determination to fulfill all the demands of the transitional period and confront all challenges and obstacles, stressing the priority to bolster security and stability in Aden and liberated provinces.
He underscored the commitment to reforming services and institutional sectors.
He hailed the role played by the Arab coalition, led by Saudi Arabia and the United Arab Emirates, rejecting any offense to it.
The coalition should be praised and respected for the sacrifices it has made for Yemen, he stated.
The meeting between al-Alimi and the parliament also tackled efforts to hold legislative sessions in the interim capital Aden.
The parliament had last convened in Aden in April to swear in the PLC.
Prior to that, the legislature had last met in Saiyoun city in Hadhramaut three years ago.
Efforts are underway for parliament to convene in Aden as part of the measures to activate the role of constitutional institutions so that they can support the PLC and government in confronting the Iran-backed Houthi militias.
Al-Alimi revealed that al-Zubaidi has been appointed as head of the higher financial resources committee that oversees all revenues generated at state ports and land, air and border crossings and from oil and other resources.
Moreover, he criticized internal disputes between the military and security and national forces, saying they should overcome their differences and aim their weapons at the common enemy, the Houthis.

TEHRAN (Tasnim) –The Yemeni parliament warned about the suspicious movements of American and French troops in the occupied areas in the impoverished country’s southern towns.

In a statement, the presiding board of the parliament of the Sana’a-based National Salvation Government cautioned against suspicious activities of forces affiliated with the US and France — two of the main Western supporters of the Riyadh-led war against Yemen, in the country’s southern occupied cities.
The parliament also called for vigilance in the face of “treacherous” attempts by the Saudi-led coalition of aggressors to hinder the implementation of the UN-mediated truce, the Saba news agency reported.
The UN-brokered truce between the coalition and Ansarullah first came into effect in April. The truce has since been extended twice. Sana’a has, however, reported many violations of the truce by the Saudi-led forces.
It also warned against the suspicious role of the so-called presidential leadership council set up by Saudi Arabia and the UAE, which the legislature said was devised to advance the agenda of the US, UK, and Israel to divide Yemen and undermine its unity, sovereignty, security, and stability.
The parliament also added that it held members of the presidential council responsible for the consequences of “their treacherous actions at home or abroad since they do not represent the Yemeni people” and have no legal legitimacy.
Under pressure from Saudi Arabia, Abd Rabbuh Mansour Hadi, former Yemeni president and a staunch ally of Riyadh, handed over his self-proclaimed powers in April to the so-called presidential leadership council.
To reinstall Hadi, Saudi Arabia launched the bloody war against Yemen in March 2015 in collaboration with a number of its allies and with arms and logistics support from the US, France and several Western states.
The objective was also to crush the Ansarullah movement, which has been running state affairs in the absence of an effective government in Yemen since the president’s resignation.
The war, accompanied by a tight siege, has failed to reach its goals, killing hundreds of thousands of Yemeni people instead.

Fouad Al-Ghaffari Appointed Yemen Prime Minister’s Advisor on BRICS Affairs, and Zepp-LaRouche Congratulates Him

Aug. 19, 2022 (EIRNS)—On Aug. 15, the office of Prime Minister Prof. Abdel-Aziz Saleh bin Habtour of the National Salvation government in Sana’a, Yemen announced the appointment of Mr. Fouad Al-Ghaffari as “Advisor of the Prime Minister’s Cabinet for BRICS Affairs.”
Al-Ghaffari, a close friend of the Schiller Institute and the LaRouche movement, is the founder of the ALBRICS Youth Parliament in Yemen. He has advocated Yemen’s cooperation with the BRICS group since 2014 after attending U.S. launching of the Schiller Institute’s Special Report “The New Silk Road Becomes the World Land-Bridge.” He has since become became the Yemen Representative of the International Alliance of BRICS Strategic Projects based in Moscow, and was selected as a member of the Cultural Work Group of BRICS Summit 2020. He is also country director for the BRICS International Forum of India. Recently he was elected as Yemen representative of the African Union Youth Assembly.
Al-Ghaffari distinguished himself in the midst of the war of aggression against his country by the Saudi-coalition, backed by Britain and the United States, as the visionary for victory and reconstruction of Yemen. He focused on educating Yemen’s youth in the “Metrics of Progress” of the great American economist and thinker Lyndon LaRouche. In collaboration with the Schiller Institute, his ALBRICS Youth Parliament in Yemen produced a detailed plan for reconstruction of Yemen and connection to the Belt and Road Initiative, called “Operation Felix.”
Schiller Institute founder Helga Zepp-LaRouche congratulated Mr. Al-Ghaffari and wished him all success in his new post. “We strongly believe that he will serve his nation and the world well from this position,” she said. Zepp-LaRouche, who has called Yemen a “pearl in the necklace of the New Silk Road,” indicated that Mr. Al-Ghaffari and his youth organization represent the incredible resilience of the Yemeni people, who are proud members of a civilization and culture that traces its roots back thousands of years. Zepp-LaRouche and the Schiller Institute, especially the late Marsha Mallouk, have stood strongly by the side of Yemeni people since 2015 against the aggression and economic blockade imposed on them.
It is noteworthy that both Prime Minister bin Habtour and Yemen’s Foreign Minister, Engineer Hisham Sharaf, have signed the Schiller Institute’s call for establishing a New Bretton Woods international system.
