Libya’s parliament declares Bent Bayya as disaster area

Bent Bayya, a town in southern Libya, was declared a disaster area by the country’s parliament today, two weeks after a deadly fuel tanker explosion in the town.
Chaired by the First Deputy Speaker Fawzi Al-Nuiri, the House of Representatives opened its today’s session in Tobruk with a minute of silence in memory of the victims of the incident in Bent Bayya, which claimed the lives of at least 10 people and dozens were injured.
During the session, the House Health Committee was formally tasked with follow-up on the conditions of the victims, both at home and abroad.
The House urged Attorney General and the regulatory bodies to expedite the transmission of their reports about the incident for review by lawmakers.

Turkish Foreign Minister, Mevlut Cavusoglu, and Head of Libya’s High Council of State, Khalid Al-Mishri, on Tuesday discussed the latest developments and election process in Libya, Anadolu News Agency reports.

Cavusoglu said on Twitter that he hosted Al-Mishri in the capital, Ankara.
“Evaluated recent developments and the election process in #Libya. Will continue to give our strong support to brotherly Libya & will develop our cooperation in every field,” Cavusoglu added.
On 1 August, Al-Mishri was re-elected Head of the High Council of State for a fifth term.

Libya has been plagued by turmoil and divisions since the 2011 ouster of late ruler, Muammar Gaddafi.
UN-sponsored talks between Libyan rivals to agree on a constitutional framework for holding the long-awaited elections have been deadlocked.
Libyans are still waiting for elections to take place, in hopes that the vote will contribute to ending years of armed conflict in the oil-rich country.

UN, Tunisian diplomats urge end to mobilization of armed groups in Libya

The Acting Head of the U.N. Mission in Libya (UNSMIL), Raisedon Zenenga, and Tunisian Ambassador to Libya, Lassâd Laajili, convened a meeting on Monday to “exchange views on developments on the political, security and economic tracks” in the country, according to a statement by UNSMIL.
Both diplomats stressed “the imperative to end the current mobilization of armed groups and agree on a path to elections as the only way out of the political impasse.”
“Mr. Zenenga expressed appreciation to Tunisia for its role in promoting consensus among Libyan actors, and for supporting a Libyan-led, Libyan-owned dialogue,” said the U.N. Mission. “He also commended the Tunisian government’s ongoing support for UNSMIL.”

UN chief praises Kuwait’s humanitarian efforts

GENEVA: Kuwait has appointed Naser Al-Hain as its permanent representative to the United Nations.
The ambassador submitted his credentials to the head of the UN Office in Geneva, Tatiana Valovaya, on Monday, the Kuwait News Agency reported.
Al-Hain acknowledged the UN’s pivotal contributions in a variety of fields and in particular its humanitarian efforts.
Valovaya praised Kuwait’s humanitarian efforts and emphasized the country’s strong ties to the UN and other international organizations.
Al-Hain is a time-served diplomat and has represented his country at multiple international events.

Baghdad (IraqiNew.com) – The Special Representative for the United Nations Assistance Mission for Iraq, Jeanine Hennis-Plasschaert, discussed on Monday the legal issues related to the political impasse in the country with the President of the Supreme Judicial Council, Faiq Zeidan, according to a press statement issued by the Supreme Judicial Council.
The statement mentioned that Plasschaert and Zeidan, during their meeting in the headquarters of the Supreme Judicial Council in Baghdad, talked about the role of the Iraqi judiciary in addressing the legal problems related to the political crisis in Iraq.
The Supreme Judicial Council announced on Sunday that it does not have the authority to dissolve the Iraqi parliament. According to the principle of separation between the three legislative, executive and judicial powers in the Iraqi constitution, the Supreme Judicial Council is not authorized to interfere in the matters of the legislative or executive authorities.
Powerful Iraqi Shiite Muslim cleric Muqtada Al-Sadr called on the country’s judiciary last Wednesday to dissolve parliament by the end of next week, threatening unspecific consequences if it does not do what he says, according to Reuters.
The populist leader helped inflame tensions in Iraq over the last two weeks by commanding thousands of followers to storm and occupy parliament, Reuters added.
Iraq has been experiencing a political impasse since the parliamentary elections last October, in which the Sadrist Movement won the largest number of seats. But deputies of the Sadrist bloc resigned from parliament last June according to directives from their leader Moqtada Al-Sadr after failing to form a government or elect a new president for the country.

ERBIL (Kurdistan 24) – The Kurdistan Democratic Party (KDP) has been at the forefront of defending Iraq’s Kurdistan Region during difficult times, Prime Minister Masrour Barzani said in a statement on the party’s anniversary.
“The KDP has never compromised on the rights of Kurdistan Region people,” Prime Minister Barzani said, adding the party would remain at the forefront of defending the Kurdish people.
“The members of the leading party are proud that they belong to a patriotic party, which is led by a leader [President Masoud Barzani] who is always on the frontlines with the Peshmerga forces to defend and preserve the prestige of the Kurdistan Region’s people,” he added.
The 76-year-old party has been a defender of fundamental human rights and of other ethnic and religious components, insisting that it would keep promoting the culture of peaceful coexistence and tolerance, he added.
Prime Minister Barzani is a member of the KDP, which is leading the ninth cabinet Kurdistan Regional Government (KRG) currently. The party has the majority of the Kurdistan Parliament as well.
It is the first Iraqi party that has gained the most seats without any electoral coalitions in two consecutive parliamentary elections.
The party was established by the late revolutionary leader Mustafa Barzani on August 16, 1946 in Mahabd, the Iranian Kurdistan (Rojahalat).

Israel’s National Democratic Institute has predicted that between four and six Israeli generals might become Knesset Members (MKs) at November’s General Election, Quds Press reported on Monday.
The institute named them as Benny Gantz, Gadi Eizenkot, Yoav Galant, Orna Barbivai, Elazar Stern and Yair Golan. It pointed out that their political affiliations range from the right to the centre and the left.
“The relationship between the army and the state is being affected by the entry of former generals into the political arena,” explained the institute. Eleven out of fourteen former army chiefs of staff who have entered politics have joined left of centre parties. Only three, the institute said, have joined right-wing parties.
Stern might not run for parliament in the election, because his left of centre party, Meretz, might not cross the electoral threshold.

(August 17, 2022 / JNS) Israel and Turkey will restore full diplomatic relations in a process that will include the return of ambassadors and consuls general, according to a statement on Wednesday from Israeli Prime Minister Yair Lapid’s office.
“Upgrading relations will contribute to deepening ties between the two peoples, expanding economic, trade and cultural ties, and strengthening regional stability,” said Lapid. “The resumption of relations with Türkiye [Turkey] is … very important economic news for the citizens of Israel. We will continue to strengthen Israel’s standing in the world,” he added.
Foreign Ministry Director-General Alon Ushpiz and Turkish Deputy Foreign Minister Sedat Önal concluded the arrangement during a phone call on Tuesday night, according to the statement.
It comes after Israeli President Isaac Herzog in March met with his Turkish counterpart Recep Tayyip Erdoğan in Ankara, and following reciprocal visits by the foreign ministers of both countries.
“I commend the renewal of full diplomatic relations with Turkey—an important development that we’ve been leading for the past year, which will encourage greater economic relations, mutual tourism and friendship between the Israeli and Turkish peoples,” Herzog said in a statement following Wednesday’s announcement.

For their part, Turkish officials were quoted by Israeli media as saying that the renewal of full ties with Jerusalem was an important development, but that it did not mean Ankara was abandoning the Palestinian people.
Turkey is Israel’s fourth-most important economic partner and in 2021 was Israel’s fifth-largest export destination. Since May 1, 1997, the two countries have enjoyed a free-trade agreement and held four joint economic summits. The last summit took place in Jerusalem in the summer of 2009, and the fifth is expected to be held this coming autumn.
In June, Israel and Turkey signed a civil aviation agreement as part of a deal to broaden bilateral ties. And earlier this summer, intelligence cooperation between Jerusalem and Ankara resulted in the thwarting of several Iranian plots to attack Israeli targets on Turkish soil.
However, the rapprochement has been slow-in-the-making since relations took a nosedive in the wake of the 2010 Mavi Marmara incident. At the time, nine Turkish nationals were killed in clashes that broke out after Israeli commandos were attacked when boarding a ship sent by an Islamist organization deemed close to Erdoğan that was attempting to break the maritime blockade on the Hamas-ruled Gaza Strip.

(August 17, 2022 / JNS) A coalition of American Jewish organizations is urging the U.S. government’s investment watchdog to take action on anti-Israel bias in financial ratings.
On Tuesday, the Jewish Federations of North America, American Jewish Committee and the Louis D. Brandeis Center for Human Rights Under Law submitted public comments to the Securities and Exchange Commission (SEC), as the agency prepares regulatory rule amendments for the environmental, social and governance (ESG) sector.

“Israel deserves to be held to the same standards as every other country, whether it’s at international bodies or in financial ratings,” said Eric Fingerhut, president and CEO of the Jewish Federations of North America. “We hope the SEC fulfills its responsibility to regulate financial institutions fairly and ensure they don’t become party to discrimination and falsehoods.”
ESG investing involves evaluating the extent to which a corporation works on behalf of social goals, rather than simply maximizing profits. The scheme opens up the potential for politicization of rankings and is facing a backlash from state authorities across the United States.
Chicago-based investment firm Morningstar and its subsidiary, the ratings firm Sustainalytics, are under investigation in Missouri for potential violations of laws against boycotts of Israel.
The entities have been accused of “backdoor BDS” by Elan Carr, a former U.S. State Department special envoy for monitoring and combating anti-Semitism, who has met with officials from a number of states to urge them to look into Morningstar’s practices. Action by Illinois’ investment board led to Morningstar commissioning an independent review of its practices and a host of recommendations to weed out anti-Israel bias, though critics say the proposed changes are superficial.
Sustainalytics’ ratings have been found to utilize anti-Israel sources and to weigh them disproportionately in assessing legal and reputational risk for investing in companies doing business in and with Israel and Israeli communities in Judea and Samaria. Investors are often unaware of those sources and how the ratings are calculated.
“The new rulemaking will require transparency across the board, and we are asking the SEC specifically to require ESG-related funds that focus on the social aspect of ESG to tell investors how they derive ratings for such companies, how they check for and eliminate anti-Israel bias in their sources, and whether they include anti-Semitism on their human-rights radar,” said L. Rachel Lerman, vice chair and general counsel of the Brandeis Center.
According to the proposed new SEC rules, investment advisors and investment companies would be required to make specific disclosures on ESG strategies in fund prospectuses, annual reports and adviser brochures. The rules would also force those entities to introduce a standard table for ESG funds to disclose information allowing investors to compare ESG funds quickly.
“People have the right to urge their moral vision on companies in which they invest, including urging participation in what we believe to be the unwise, even immoral boycott of Israel,” said AJC chief legal officer Marc Stern. “But other people have a right to know of those efforts and to oppose them to the extent that they affect their own investment decisions, whether because they don’t want to support that boycott, or because those efforts might trigger state anti-boycott laws. To be effective in those efforts, investors need to know in real-time who is urging what decisions on companies, funds and investment advisers.”
Tuesday marked the final day available for public comment on the proposed SEC changes.
